End of General Assembly - many bills passed

The Cellphone bill says: "Prohibiting a driver of a motor vehicle that is in motion from using the driver's hands to use a handheld telephone except to initiate or terminate a wireless call or to turn on or off the handheld phone; providing that a violation of the Act may be enforced only as a secondary violation; establishing penalties of $40 for a first offense and $100 for a second offense; prohibiting a driver of a school vehicle or a holder of an instructional permit or provisional driver's license from using a handheld phone while driving; etc."

The budget was approved, but with a lot of cuts. According to the Washington Post, "local road construction and maintenance" got the biggest cut. It did approve a hiring tax credit, though.

A change in unemployment insurance laws increases benefits for some and decreases for others - encouraging job training.

A foreclosure bill passed that will inform the homeowner of available remediation.

A solar energy bill passed that requires utilities to purchase more power from solar energy sources.

The Maryland False Claims Act, the Medicaid fraud measure also passed.
